Confederate Captain 1/6th Plate tintype with Letters

A 1/6" plate tintype of an unidentified Confederate captain. The captain is wearing a regulation double breasted frock coat with Austrian braiding on the sleeves and the three bars on the collar. The buttons are gilded and no device can be identified. Accompanying the image were three letters from 1931- 32. One letter was from the US Senator from Texas, Morris Sheppard, responding to an inquiry about a pension for a Union soldier. The other two letters were the Veterans Affairs Bureau of Pensions addressing another inquiry about a second Union soldier and their pension. What the relationship is between the letters and the image of the Confederate captain is a mystery.
